CEB conclusions from PBA talks.

Lausanne, July 14th, 2023.

The CEB has taken the decision to end direct contact with the PBA, and has requested that the UMB handle any further discussions regarding this subject. ( View the CEB CEB announcement here ).

The UMB will continue to support the needs of the continental federations and their associations on a global level.

As the IOC recognized world governing body of Carom billiards, the UMB is always prepared to reach agreements that promote the sport at an international level, providing that they are in accordance with international sport-related tasks assigned to the UMB, specially anti-doping and anti-fraud.

The UMB has an open door policy with regards to listening to new proposals that come from within our sports structure, the confederations, the national federations, or from non-sport related organizations. Proposals from private companies outside of the international sports community are highly welcome providing they follow the functions assigned to the UMB. Within any proposal, conversation or discussion the UMB will always put the interests of the confederations, federations and the players first.

Progress made in recent years regarding sponsorships, marketing and broadcasting companies are a result of open conversations and the ability to discuss, learn and discover new and successful ways to improve the future of billiards and to support our players.

The progressive future of our sport will always be considered a priority.

Following our last communication about the meeting with M. Mr Heijinn Lee, CEO of PBA, we received written proposals on the 25th of June, by e-mail, which was forwarded to Federations and UMB on the 26th of June. Despite the World Cup and the Coupe d'Europe in Porto, we have dealt intensively with this email and had an information exchange with the UMB too.

From our point of view, they are few concrete proposals, but rather general discussion bases for further talks. Most of the roughly outlined solutions cannot be solved at the level of a continental federation. Agreements on lifting suspensions, transcontinental media contracts, adjustments in the international calendar cannot be concluded by a continental federation.

As already explained, any agreement can only be at the global level, with the agreement of UMB and all the Confederations.

For this reason, the direct contacts between CEB and Mr Lee are now closed.

We have asked the UMB to a hand-over to continue further discussions with the PBA, also on behalf of and in consultation with the Continental federations. UMB reacted immediately positive! For UMB the door is always open for constructive discussion for a better future of billiards although the PBA is not a sports federation. Nevertheless, talks with this for-profit, private company, without any recognition in the international sports community (IOC, WADA, ...), can lead to good solutions. We would like to see such results, but taking in account the needs of the Federations, which are the basis of international billiards.

이미 설명한 바와 같이, 모든 합의는 UMB와 모든 연맹의 동의가 있어야만 글로벌 수준에서 이루어질 수 있습니다.

이러한 이유로 현재 CEB와 이 씨 간의 직접적인 접촉은 중단된 상태입니다.

2023년 6월 초, 네덜란드 암스테르담으로 건너가서 CEB(유럽캐롬연맹)와의 협력 방안을 논의하였지만, 유럽캐롬연맹은 세계캐롬연맹과 같은 입장을 내비치며 PBA와의 협상 중단을 선언했습니다.



유럽캐롬연맹(CEB)는 PBA가 제시한 제안에 대해 부정적인 입장을 표명하며 '구체적인 제안은 거의 없으며 추가 협상을위한 일반적인 논의 기반입니다. (they are few concrete proposals, but rather general discussion bases for further talks)'라는 성명서를 내고 세계당구연맹에 모든 합의를 넘겼습니다.
